Public Transit General Manager/CEO

Job Title: General Manager

Summary:

The General Manager provides strategic leadership and direction for all transit services and resources. This role serves as the chief advisor to the Intercity Transit Authority, establishing and implementing goals, plans, and policies to ensure efficient and cost-effective transit operations. The General Manager is the top executive responsible for interpreting and executing the Board's directives, acting as a liaison between the Authority and all employees.


Essential Duties:

  • Direct and oversee department heads; manage performance evaluations, policy adherence, and staffing decisions.
  • Align agency operations with Authority directives and established mission and goals.
  • Manage the efficient operation of the transit system, ensuring safety and effectiveness.
  • Evaluate department performance against objectives; implement corrective actions as needed.
  • Develop and delegate implementation of plans, programs, and policies.
  • Provide staff support to the Transit Authority, initiating actions based on their directives.
  • Lead personnel initiatives, including labor agreement negotiations and wage administration.
  • Oversee agency fiscal management, including budget preparation and control.
  • Communicate detailed information on agency operations and status to the Authority.
  • Represent the Agency before various stakeholders.
  • Other duties as assigned.

Required Knowledge & Skills:

  • Understanding of transit operations, management principles, and labor contracts
  • Employment laws and local transportation infrastructure.
  • Federal and State regulations affecting public transit.
  • Budget management and policy development.
  • Excellent communication, leadership, decision-making, and public speaking skills.
  • Strong leadership, interpersonal, and communication abilities.
  • Must be able to inspire and motivate a team, build trust, and maintain healthy workplace relationships.
  • Must be able to give and receive constructive criticism in a productive manner.
  • Must be comfortable with change management, problem solving, conflict resolution, goal-setting, and strategic planning.
  • Must have CDL

Education & Experience:

  • Master's degree in Transportation, Business, or a related field required.
  • Minimum 10 years of progressively responsible experience in public transit required.
  • Previous personnel management of large teams required.
  • A combination of education and experience may be considered for the right candidate.

Working Conditions:

Work is primarily performed in an office setting, with occasional outdoor work. Requires the physical capability for activities such as walking, standing, sitting, kneeling, squatting, bending, twisting, crouching, pushing, pulling, climbing stairs, lifting, and carrying materials.


Sedentary Work: Exerting up to 25 pounds of force occasionally and/or a minor amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.


General Working Hours:

Monday through Friday 8:00am-5:00pm. Position requires flexibility in scheduled working hours as needed.
